		<description>Thanks for that insight.  It may seem as though it is more difficult to pass to the next grades in public schools, but really it isn&#039;t.  The way in which students are taught now is the big difference to how they were educated in the 40s, 50s, and 60s.  
You are right in that we, as a general public, need to find new ways to reach our students and show them the value of staying in school.</description>

		<description>I do not see how anything is going to get kids to keep from dropping out of school now that the state education departments are making it tougher to pass a grade.  All this does is to discourage kids further and just wait for the time when they can quit school.</description>

Oh sure, you can &quot;grandfather&quot; in the people who already received a driver&#039;s license without a high school diploma.  But after a certain date, that&#039;s it - no more.  The dropout rate would fall dramatically.  Possibly rescind temporary driver&#039;s licenses upon failure to graduate by a certain age - maybe 19.</description>
